WEST COAST FUGITIVE NEWS -- Kenneth David Howell, has been arrested in the City of South Salt Lake, Utah. Howell was most wanted by both the Los Angeles County Sheriff's Department and the FBI for the murder, rape, and aggravated sexual assault of a child, in Los Angeles County, California.

On August 24, 2009, Howell is alleged to have murdered his wife, 34-year-old Tammy Lynn Howell in her home in the 41000 block of 176th Street East Lake Los Angeles. According to police, after attempting to purchase a car during the day, the couple began to argue. The argument lasted until approximately 11:30 that night when Howell is believed to have wrapped and duct taped a plastic bag over his wife's head causing her asphyxiation in the master bedroom. Howell is then alleged to have gone to his 13-year-old stepdaughter's bedroom, and brought the girl back to the master bedroom where he then raped the child in the bed next to the corpse of her mother. The following morning, Howell is believed to have fled the area.

Additionally, twenty-two years ago, Howell was arrested for choking his girl friend to death in Fresno, California. However, the Fresno County District Attorney's Office elected not to prosecute pending further investigation.

Kenneth David Howell is clearly a psychopathic killer, the symptoms of aggression, lack of remorse and empathy, are evident in this spontaneous domestic homicide. First, Howell is alleged to have committed the murder in an aggressive violent outburst, purposely utilized a plastic bag and duct tape as a weapon. Second, Howell coldly and inconsiderately sought out his stepdaughter to include her to the murder scene for further stimulation, contemptuously and without empathy raped the child on the bed next to the corpse in order to continue to fulfill his psychopathic urge for deviance. Lastly, Howell's only emotional sign of remorse was the undoing of Tammy Lynn Howell's dead body by covering the corpse with a blanket.

Finally, on September 17, 2009, Howell was charged by the Superior Court of the State of California for the County of Los Angeles, with murder, rape, and aggravated sexual assault of a child. A federal arrest warrant was issued by the United States District Court, Central District of California, on October 16, 2009, after Howell was charged federally with unlawful flight to avoid prosecution.
